Paypal removing hold of funds when ebay buyer has left no feedback and 21 day thingy.

So I have the 21 day hold on a paypal account. Ebay account got suspended, but one of the holds is removed and money is available and buyer has not left any feedback. Is there a paypal automation bot for this or does paypal have people reviewing accounts to let holds go?

It could be that the paypal bots saw "shipped" in the shipping area where you put the tracking # at.

I always put shipped on the tracking number. This is the first time its done this so is it a bot or manual review?

What I mean is the tracking info on the shipping company says "shipped" to person or signed by so and so person.
Maybe the PP bots saw that or by plain luck.
