Why My Premier Paypal Can't Send Money...?

Hello Please Help Me,,,
I have premier PayPal account verified...
my limits are :
Sending Limit is: Your limit has been lifted.
Monthly Withdrawal Limit is: $500.00 USD per month

Yesterday I have receive money from my brother...
and I can't send the money to another account...
Please tell me what have I do...

This is my new paypal account...
and I can't send it from beginning..

what country is the paypal?

have you funds cleared to transfer

what currency are you trying to use for the transfer

is the address correct (though that should be least of your problems)
