non ebay pp needs to grow slowly?

I know people say to grow accounts slowly, because ebay watch new accounts or whatever. But what about non ebay PP accounts? I'm selling digital downloadable stuff not on ebay, do I need to start slowly and grow slowly? And what is slowly anyway? below $100 a day incoming?

That is slowly and that is good operations. With digital delivery you have to be careful starting out on pp - the service does not like that.
