what does cannot pay now mean

I have tried to pay on several of my Ebay accounts with a mastercard gift card and have been told that I cannot do it now. What does this mean?:( They all have balances.

I figure it out. I had to pay for my fees in one action and post the card as the default payment method in another action. Ebay would not let me do both at once last night nor tonight.
