If you are suspended from ebay, but when you were suspended you didn't use paypal only bank deposit. Can you 'today' sign up to a paypal account without becoming limited or suspended from paypal?

No, ebay and paypal share infos so you can't use anything that was used for your suspended ebay account.

I don't get it, what do you mean? Are you talking about using the same IP address... or banking details for Paypal? If so it's probably not a good idea.
