So I logged into an old account for paypal and this is what I see

Pay after delivery? WTF? Is paypal becoming an escrow service now? Just imagine!!

Pay After Delivery:
PayPal Insiders, who verify their bank account with PayPal, can enroll in Pay After Delivery. Pay After Delivery adds an extra layer of security on purchases because it gives you 14 days for your item to be delivered before you pay for your purchase.

Find a lower price on an item you bought using PayPal and we'll refund the difference. Key Features:

60-day price matching (up to $250 per item) when you use your PayPal bank account or PayPal balance as a payment method
7-day price protection on airline tickets
Valid on lower prices offered by other merchants, not just the merchant from which you purchased an item
Covers purchases made through eBay's "Buy It Now" Top-rated sellers

How did I become an Insider member? Your account was upgraded to PayPal Insider status because you spent over $3,000 using PayPal in a calendar year. Or, you received a special invitation from PayPal.

How do I retain my Insider membership? Your PayPal Insider membership is valid through December 31, 2012. To re-qualify for membership in the following year, you'll need to spend $3,000 or more in 2012.

I think it only works for paypal membership insiders. I will try it and see.

Im slightly worried about this part...does this mean PayPal will refund the difference or do they refund the dfference from what you sold it for to the cheaper item..?

I think this would have absolutly no effect on sellers, just like Bill Me Later. Paypal themselves sends the full amount to the seller after buying the item, whilst waiting for you to pay back.

Just like instant transfers but who knows PayPal might turn into a escrow?

if they did this for any user other then ones already on the 21 day hold they would find themselves in serious trouble. Only game in town or not, people with solid accounts wont stand for that and will find plan B real fast

Believe it or not, there is a limit to what sellers can put up with

This might be for that network of Paypal stores they are always trying to push. Not necessarily for ebay. BUT... I could definitely see ebay implementing an escrow type model someday... Unfortunately, their are plenty of scammers on ebay to justify it.
