Paypal asking about a payment that was sent as payment owned

I received an email 1 day ago from paypal asking about a recent transaction that was sent as payment owned.
Have you ever received an email like this? If yes what was your answer? This payment was for a service, seller asked me to send the payment like this. I don't want the seller or myself to get in trouble if I answer that it's for a service because they may think that I/the seller wanted to avoid paying the fees. I send money to this seller every 7-10 days, so what would be the best answer? Thank you in advance!

This is the email:

"To ensure secure payments and protect your interest, we, at PayPal, monitor every transaction very closely.

Recently, you made the following personal payment:

....

Please reply to this email as soon as possible and let us know if this transaction was for a purchase of goods or services or if it was a personal payment. If this payment is a purchase of goods or services, please let us know what item or service you have purchased and whether the seller has met your requirements.

Please note that personal payments are not eligible for Buyer or Seller Protection. If you use a personal payment to pay for goods or services, you won’t be eligible for any refund if you have a dispute with the seller.

This is a security measure to help protect your PayPal account. Thank you again for your time and kind cooperation."

Did they limit the account or what happened? I have received emails like this a long time ago, but don't remember if the account got limited or what so.

Nothing happened so far, but I want to answer this mail just don't know how.

They probably checked it on the buyers end or sellers and are just informing you.

This time of year they take deeper looks at transactions outside of eb.

Sounds like it was a sizable transaction.

I had this once when a buyer sent me 2 separate payments of $2,000 each as gifts. The buyer thought they were doing me a favor by letting me avoid PP fees.

PP sent them this email. Basically, it's a warning which says "Quit sending large payments as gifts and stop avoiding our fees."

They specifically ask if it was for goods, and refer to the other party as a "seller." This is a way to TRAP you! If you say something like, "Yes, this was for a case of Ralph Lauren polo shirts and the seller was great." then you can expect PP to shove a 4 foot banstick up your butt faster than LA Police did to Rodney King.

I stopped along time sending large gifts if the account was not legit because paypal hates that.

i dont actually mind paying the paypal fee's on outside transactions. i know it sounds silly, but i figure i am already saving a TON of money not using ebay so i win. ive sent money from stealth to stealth before and its worth it sometimes even with the fee
