Default Unexpected Limitation

I made a purchase on ebay for an xmas present and attempted to pay with the paypal linked to it which I have not used for 1 week and just got hit with this:

I have been asked to do the following:

15 Dec 2011 Confirm your bank account: This will confirm a bank account on your PayPal account. This information helps us confirm the identity of the PayPal and bank account.

15 Dec 2011 Validate your Account Information: We need to confirm that your phone number matches your address.(Alternatives available).

I have already added and confirmed a bank account so don't know why they are asking me this again. The Validate your Account Information is asking to enter another credit card or to provide proof of address.

What's the best route to take in this situation? Anyone been in this limitation and got out of it?

Do what they asked you for the limitation and wait 3 days for an answer. If not then call them up and say you completed the steps. Sucks how paypal is taking out buyers out also.

Added another bank account and after submitting the direct debit agreement, it still tells me to add a new bank account!? Anyone else had this before?

About the other issue, I have to go and get a prepaid card and register the address on it as Entropay is useless for this limitation.

EDIT: Nevermind about the bank account, PayPal must of manually accepted it as information submitted as it is now marked as completed.

I ASSUME this is a STEALTH EB/PP A/C setup they requested further information on.

i love the title of this thread: "Unexpected Limitation"

to me, at this point in the game, nothing eb/pp does is "unexpected",...in fact, i expect them at anytime to do something F%^#ed up that will cause me problems of some nature...

really its not a question of what or if they will do something, it is when they are going to do it...

you gotta love it...eb/pp are almost as predictable as working with crack heads

Yep already confirmed entropay and removed all limits on PayPal. Just waiting for the gift card for the next step.

I have now completed the last step and waiting to see if PayPal will lift the limitation. I had to change the phone number to a one from tossabledigits.com as my voipfone.co.uk number failed verification.

Sorry for late update, they denied the appeal but they didnt leave the general notice they leave "This limitation cannot be appealed" on the limitation details screen when you login so it looks like I might have a chance to get it reinstated. I just confirmed the second bank account I needed to add and the AVS prepaid gift card and going to email them and see what they say. Fingers crossed!

On topic, it should be fine I mean why did they deny the first appeal in the first place? After you confirm the AVS the account SHOULD be reinstated I don't see why it wouldn't. If it fails this time I'd call in as a last resort and ask why after providing them all this info my account was not reinstated.

associated with your account, we will notify you after 90 days and release
the money to your PayPal balance. If we find that any further claims are
likely, please note that we will need to retain any remaining balance for
up to 180 days from the date your PayPal account was restricted 14/12/2011.

Whether your balance is restricted for 90 or 180 days, you will still be
able to log into your PayPal account. However, you won’t be able to
withdraw money unless you see an ‘Available Balance’. This can be withdrawn
to your bank account or credit card.

Accounts with negative balances:

An amount owed to PayPal is displayed as a negative balance. If your
account has a negative balance or if your balance becomes negative due to
any claims made during the time your balance is held, we recommend you add
funds to your PayPal account to ensure that the balance remains above zero.
Please note that if you don’t do this, PayPal reserves the right to recover
the amount by any legal means available to us.

If you'd like more information about our policies, please read our User
Agreement. Click 'Legal Agreements' at the bottom of any PayPal page, and
then click 'User Agreement for PayPal Service’.

Our right to close a PayPal account, and the retention of funds in balance,
are covered in section 10.2 and 10.3.

In the UK I use this giftcard for avs http://www.my360giftcard.com/, used Natwest basic account for confirmation & used a tossabledigits number for verification.

After studying the forum, I believe the VPN's from StrongVpn is the culprit for my limitation review failures. Looks like I will have to start using internet dongles for PayPal. And also I am starting to use Soho66 for phone verfication now.

So for the AVS card that you have put a link to, Isee that you can regster your address when signing up for the card, this my sound like a newbie question but what part of the process does this help with the stealth, ie if they ask for proof of adress i would still send in a bank statement, utility bill as per normal, or can the AVS on the card help to bypass this, I feel I am missing something here but don't know quite what!!

It's the step called "Validate Account Information" that I think I may of screwed up but not sure. You get to choose to either confirm address with credit card and phone number and the second option is to send in docs (Utility Bills or bank Statements) as proof of address. I chose the confirm address with card and phone.

"Our numbers work very well with Craigslist when including the phone numbers in classified ads or eBay auction listings. Our numbers DO NOT allow you to verify your new or existing Craigslist, eBay or PayPal account. In order to prevent fraudulent use of our service, we block calls from the Automated Account Authorization tools that Craigslist, eBay and PayPal use to verify accounts. We will not refund the cost of phone numbers added with the intention to use for this purpose. "
