In following up the thread on money orders from wal mart I did some research and here is what I found.

Using www.westernunion.com you can do a single transaction for up to 2999.99 using a debit or credit card. The "economy" service does a transfer of the money to your checking or savings account, you supply the account number, routing number, etc. The fees on a sliding scale and they are high but posibly worth it if you want to get your money out quickly.

100.00 transfer - 9.99
500.00 transfer - 29.99
2900.00 transfer - 125.99

You can use your paypal debit card to pay for the "money order". Paypal also has the virtual credit cards available, I dont have or use one (yet), so I dont know what the limits are. The virtual credit cards appear to be available as soon as you are confirmed.

Another possibility is setting up an account at www.epassporte.com. Before switching to Simon (they are cheaper for VCC) I was using epassporte for 2 years to get VCC for ebay and paypal accounts and never had any problems. You can create "gift cards" once you have a master account. Gift cards cost 5.00 to create.

A physical debit card from epassporte is 35.00 per year. You can make deposits to your account using a credit or debit card. They charge 5.00 per 100.00 to use your debit/credit card to add money to your epassporte account.

These methods are not cheap .. but they do enable you to get money out of your paypal account in minutes.

A less expensive way to quickly get up to 1000.00 a day out of your paypal account is to purchase simon gift cards. Note that simon gift cards are different than simon gift accounts. the gift account which we all use for ebay/paypal verification is a vcc number that costs 2.00 and must be purchased using ACH transfer. The gift card costs 5.95 for up to 500.00 and can be purchased with visa or mastercard, the gift card (Visa debit card) is mailed to you. You can get up to 1000.00 a day from paypal by using the paypal system to create multiple VCC to purchase simon gift cards.

It is unclear on the simon website is whether their visa gift cards can be used at an ATM. If they can't, you have a prepaid visa card with up to 500.00 to spend.
