can i operate / log in to other country PP account using AU ip address
 

Can I actually operate, said, and Indonesia or any other countries PP account, logging in into the account and withdraw balance but using australia ip address?

You misunderstood my point, I am in AU and I want to use Asian PP account, like Indonesia, Malaysia.

Why not share a bit of your plan?

Skichigo and I were talking about this earlier this year, perhaps I put him onto the idea perhaps not (does not really matter though). In the past this is what I have done it works for me I do not know why (do not really care.. if it ain't broke don't fix it). I have open from Australia using Australian ip address (bigpond/telstara mobile broadband) Paypal accounts using a Malaysian backpacker address with any name (I have opened a few of these accounts). I have then added an Australian bank issued debit card which I then used to withdraw funds from to my Australian bank account, I have used Westpac, St George and NAB issued debit cards. Recently Paypal Malaysia has changed the rules slightly so you can only withdraw to a Visa branded card and not Mastercard. The withdrawal to Australian bank normally takes about 5 days. This will work using cards issued from other banks in other countries such as Kasikorn bank web card ... a virtual visa card. Not all virtual cards will be able to receive funds though.

Only advice I can give is give it ago, and see if it works for you.
