Receiver and Payer are different, should I ship?
 

I have an order which payment was made by person A, but the Ebay and Paypal receiver is B. Also, the US address is unconfirmed but it's qualified for Seller Protection address.
Could you guys tell me if I should ship the item? And how/why the names are different? Is this allowed under Paypal's policies?

I often have different Receiver's name on PP. A few of my buyers told me it is because they have other people or other addresses on the same account.
I, myself, have 3 addresses but same name though.

I usually ship as long as it's qualified for Seller Protection. Just make sure you follow the protection guidelines. Add insurance if the item is worth a lot, just in case.

In my case, the receiver is in the US but the payer is outside of the US. And they have different name.

ship but ship with sig conformation. Only way you will truly be protected.
