Which portion of the value is charge custom tax?

I have no idea about custom tax, so my question may seem silly to you but please tell me which portion of the item's value is taxed.
Assume that in Brazil, value over $50 will be taxed. If an item is $60, will the total amount of $60 be taxed or only $10?
