Differences between Priority mail & Priority flat rate regarding speed & safety?

A TRS has the shipping policy as follows:
--------------------------
Notes to Brazil Customers:

Because of the slowing Brazil Post System, it may take up to 45 days to arrive by USPS first class mail or USPS priority mail Flat Rate Envelop.

If you would like a fast and safe shipping way, I would recommend you to choose the "USPS Priority Mail" which takes around 2 weeks to arrive.
--------------------------
According to his note, Priority mail is faster and safer than Priority Flat rate.
How come? I just think their speed is the same since they're both Priority. Or is this true for only Brazilian buyers and their custom process?
Thanks.

Priority mail will get to its destination if its normal or flate rate priority. The only difference is flat rate has a fixed price and if you do your own package and choose priority mail then it will probably be cheaper or expensive. Check the rates online by choosing your fits.

The comparison is USPS First Class vs. USPS Priority Mail.

Has nothing to do with Flat Rate as far as shipping time. You are reading it wrong.

I still don't get "OR" here.
I understand the 1st sentence like this: "It take 45 days to arrive by First Class or by Flat rate"
Could you restate his statement in other words?

:D Gosh, I guess I read it wrong.

Yes, that doesn't make sense what the seller wrote.

IMO: ALL Priority is sent the same way.

Like I always tell my family... a seller can say whatever they want in their listings, but that doesn't make it true just because they said it.

I think he meant Express Mail.

This is typical, Item takes 6-10 days for priority from USA to destination country. From there its up to the local system to get the item delivered to the customer.

Seller probably saying they ship via flat-rate envelope which is A LOT cheaper than regular priority mail.

I had lots of problems shipping to Brazil, almost as Australia. I guess they are having postal problems.

USPS shipping to Brazil is pretty sketch in terms of times. If you have UPS store, go and ask for cheaper TNT option.
