address when moving

As mentioned in the stealth book, the address is one of the factor that could lead you to be linked.
Can this be enough to be limited or suspended?
For ex:

person A has just moved house where the previous owner B was suspended.
Person A opens a pp/eb account in his own real name using the address already flagged.

Do you think person A will be suspended?:>
people move house everyday

Probably not as all other info would be different and in all probability a different ISP also as new owner is unlikely to take over existing broadband contract.
