Final Value Fees ( International Shipping )

Just noticed this.

I offer free shipping with the US on the item. International buyer buys it and pays 90$ for the shipping. No final value fee on the shipping charge.

I offer 20$ shipping with the US on the item. International buyer buys it and pays 110$ for the shipping. I get final value fee on the 20$ shipping charge.

This normal?

yeah, you pay fees on whatever you listed as the shipping cost. is the buyer offering you the $90 on there own to get the item to them?

You put free shipping and you got the buyer to pay 90 for shipping? How'd you swing that one?

15 lbs Express Mail International is about 100$.

I guess I can offer free shipping and raise the price by a 100$, but then I'd have less US customers. Makes no sense...
