Refund 1/2 first, and refund 1/2 later, will I get back FULL Final value fee?
 

An international buyer want to return the item and I promise to issue the full refund and cover his return shipping cost.
I offer to send him $10 first (his return shipping cost), and I will send the rest once I receive the item but he doesn't agree. He wants me to send a half of the amount first.
If I do so, I only get back 1/2 of Final value fee from Ebay & Paypal.
My question is: If later I refund another 1/2 of the amount, will I receive another 1/2 final value fee? Does it work that way?
I can not think of any better solution for this. Do you have any idea?

You need to refund at least 80% of the original transaction amount in one payment to get back fvf

Send back 1/2 - then refund other 1/2 when item comes - CANCEL the transaction for full FVF...unless a claim has been done...
