Vanilla Visa (Any gift card) Changes in Law!?
 

Hi Guys,

This relates to ebay sellers..

Maybe some other can add to my experience....

I have always used gift cards to purchase items on ebay. This week 2x my transaction was denied. I was told credit Card processor declined payment and to contact. I have seen others post here that lately they are having problems with these payment also.

I have just found out:

"Due to changes in applicable law, gift cards purchased after March 31, 2012 may not be used for international transactions or purchases. Please use gift cards for domestic U.S. transactions or purchases only."

I realize that the items I tried to purchase are from china sellers. Other sellers from USA went through fine.

My question is: If a seller is on ebay.com (USA) then I can no longer buy items from China sellers with gift card?

If anyone can add to this or know about these changes it would be helpful.

China sellers operating on eb.com might still use a payment processor BASED in the States....like pp.COM. If so, you would be ok.
