eBay Suspended & PayPal Limited Forums - does ebay and PP send you letters?

YES!!!
I have gotten a letter from eBay for avoiding $1k+ in fees, and I've gotten a letter from PayPal for being in the red over $1k.
That was years ago though; not sure if they still do it.

I'm saying more like when you first sign up? (like a code that you have too type into ebay/pp to verify your address?

they are doing this in the uk recently not sure about AU im sure someone will give you the answer

Probably. I do remember seeing an option like that on PayPal I believe. To confirm your address.
