how to block buyer via shipping address???

I have one buyer on eBay, he received package and open case on Paypal (not return package). I have block he but he create other new ID, now I have block 4 his ID, but he still continue create new ID and try to bid my item.

Pls tell me how to block him? Can block him via shipping address???

You cannot block every ID that someone makes unless you know of it in advance. Be good.
