If you sign up for their newsletter you get an email telling you how to get a vcc for free. I am currently testing this system and will let you know how well it works. Hopefully if it does, we will be able to create new VCCs just by creating new email addresses.

I received an email with a credit card number, 3-digit verification code, and expiration date. I created a new eBay account and registered the credit card (creating a seller account). The account works fine, and the credit card was accepted.
I also signed up for a Paypal business account and registered the same card for it. 1.50 Euros were charged to the card, and I have emailed PEG about the EXPUSE number. I will check back tomorrow to see if they send it to me.
So far, it all seems to be working.
Note that in order to get the free card, which comes with enough funds to sign up for eBay, Paypal, AND Google Checkout, you must sign up for a trial offer through TrialPay, which is similar to aspkin's service to get the auctionstealth guide for free.
However, as long as you can keep registering new email addresses and still have a few dollars on your existing prepaid credit cards, you can basically get a new PEG card for free by creating a new email address.

I had to send a reminder about the EXPUSE number request yesterday. I got a quick reply with the EXPUSE number and I just confirmed it on Paypal. I sent some money from another account to this new one, and then sent some money using this newly set up account. IT WORKS! This is the real deal. The only catch is that sometimes they are a bit slow in sending you the EXPUSE number, so be sure to constantly remind them =-)
