There are two reasons PayPal will ask for these numbers.
1. For tax reporting any account with sales over $20k and 200 items. This is an IRS rule and there is no way around it. An EIN is fine for this.
2. Identity verification. For this they will ONLY accept an SSN. PayPal asks for this when they are suspicious that something is not quite right with your account. Maybe it means you are selling high-risk items, or perhaps you gave a street address that does not exist. There are many reasons they may do this. If you start out small and grow slowly while using the stealth techniques, you should be able to avoid this.

I start out with premier accounts and when it's time for an EIN you can easily upgrade to a business account.
