changing IP address

I'm just wondering if I am doing something wrong here. Reading "stealth" changing the IP address seems to be very involved. When I want to switch ebay accounts I open the user account for it then switch my router off and then back on. This gives me a new IP address. Is that enough?

and most importand log the i.p addresses on a txt file so you do not use the same one on two different windows user accounts.
