This happened to me this morning as well. Really bad timing, as it is a long weekend in Canada, and a great time for sales.
My Paypal account has been limited, but the eBay account seems to be fine for now. The note from Paypal states that the limitation is permanent and cannot be appealed. I assume its because of 2 disputes that were opened last week (both of which have been resolved to the satisfaction of the buyers). Quote:

Dont mean to be a pain, but if anyone has been here before, or even has thoughts or opinions, I'd love to hear them. I have been receiving emails all day from buyers who are trying to make payments via Paypal for items purchased on the still-open eBay account, and are receiving automated messages to contact me regarding payment, as their Paypal payments are not going through.
PS: I've spent 2 hours going through the forum today, and have found the same question asked many times, but have been unable to find an answer. |

You can list on eb but you will have to find different payment modality like MB( aka Skrilla) |

I am logged into my ebay ACCOUNT section. When i click on paypal account option i am given 2 options. Sign up to paypal or "link my paypal to account".
I dont see any unlink options. Do i just go ahead and use the "link my paypal account option"? Or should i unlink somehow first? |

dont use an important paypal to link it to, or just make a new disposible on, cos this set up is not necessarily going to last long...there was a uk thread on it somewhere |

When I get that, the eBay account gets the exact same problem as you just described, and tells me that I cannot list any new auctions until I resolve the issue with PayPal. I generally just leave it to die at that point... |
