Different citizenship and PP

If im slovenian citizenship (student) and Im going to school in some other country like denmark, sweden and so, I can open Denmark PP account if I have a bank account and CC in Denmark.

Thats how I understood while googling about double citizenship and PP accounts.

Is this correct

Yes.

Doesn't matter about citizenship.

Just sign up with a local bank account. You may be asked for ID at some point but it does't matter if you provide ID from another country.
