It's all about the buyer experience. While it is a real PITA for sellers the situation no longer exists whereby someone would open an Ebay account, list hundreds of items that were foo-foo or didn't exist and simply move on to a new account.
Strange as it may seem to the people who actually pay Ebays fees their main priority is the buyer. If the buyer has a good experience they are likely to come back thus increasing Ebays commission income.
They have made it abundantly clear that they do not want foo-foo and VERO sold on their platform and the only way to do it is by stealth. Unfortunately a lot of innocent people also get caught up in the ramifications of that.
That's why this forum exists if you think about it.
The low seller limits allow Ebay to monitor efficiently and successfully. They can be got through but now you need to run your Ebay accounts as a business rather than a get rich quick scheme.
I'll go further than that and say that those who participate in the forum and who operate under stealth conditions right now are, in fact, the lucky ones - we adjust as Ebay adjusts - for every action there is an equal re-action and so while we may find it irksome what they do we adjust.
In the future it may well be that potential new stealthers are frightened off by what needs to be done to trade on the platform - and that is what I believe Ebay is trying to achieve with its selling limits
And it's working
