they say I can only have 1 account with ebay bucks. If I were to create multiple accounts with ebay bucks will I get banned/ suspended?

Having multiple buyer accounts alone won't get you suspended. eBay Bucks is merely a rewards program that encourages you to buy more items from eBay. In another word, they want your money.
