Default PayPal training and upping system security?!

I've bought two things on eBay lately and th sellers have emailed me saying the transactions under review.

Thought oh crap am limited..but nope my IDE pp is fin nd dandy..payments complete.

So call pp and I hear a man in the background telling the pp woman cs rep what to say.

Could It be pp are training up new staff in the uk?

When i did get I all sorted I noticed another cs rep said hold on our 'new system is up' so that's why any payments over 300 pound are user 24 h review...is this normal for Xmas o they just upping thir game?

Oh right, I see. Apologies about the typo in my original post was using my iPad.
Yeah it's really weird, it's like the women put me on hold for 10 minutes while the 'system was updating' and I asked her what is it, do you guys use a bot (playing dumb) and she was like yeah we have an automatic robot system on all paypal accounts but we've just done some security 'increases' in it for the 'protection of our customers'

Which now means that if you recieve more than £100 on any unverified fresh PayPal Account they will review the payment in 24 hours and if you don't have a credit card or debit or bank attached 90% change they'll refund the buyer...

Did they specifically tell you that it was single payments over £100? Is that the magic figure?

It's to do with the buyer's account rather than the seller's in my experience... new buyers sending large payments often get this. While if they send a small amount of money, then you won't get it. Verification on either party's part doesn't seem to affect the outcome... it's large payments from a buyer without them having a history of sending other large payments.

How large were your payments?

You get this on verified accounts with bank/credit card as well if the buyer hasn't sent large payments before. It's down to the buyer rather than the seller.

Now where did you get the £100 from? Is that what they told you?

There's a really simple solution.

Avoid using an unverified paypal.

Said it before, and I will say it again

Control paypal.

Never let them control your own money

The general consensus (and eB policy) is not to work with unverified pp accounts - it is possible but not without lots of experience.

Not very difficult to verify a paypal acct, wouldn't risk my account by not verifying
