Default Paypal Buy Now Link on eBay listing?

I seen this listing and noticed they had a Paypal Buy Now link in their description. Isn't this against eBay policy? Just curious as this would be completing the transaction outside of eBay. If it's against Policy, why is the listing still up, you'd think they would've took it down by now.

PP is having all kinds of issues the past week or so.

Lots of odd things happening.

They have not announced anything but something tells me they are using some new software or technology or something and it is screwing them up.

This wasn't a Paypal issue or anything, it was a seller on eBay that put the buy now link in their description. Just confused as to why they're able to do this as it's against eBay policy. Maybe eBay hasn't seen it yet, thought maybe some rules change or something which now allows them to do this, highly unlikely though.
