Like slimjim posted mobile devices precluded your idea as acceptable.
I've posted in other threads, ebay/paypal accept that an ISP may give its users a different location because of transmission issues.
I can confirm that I have accessed accounts {in different countries} with a geo-location miles away from the actual address IN THE SAME COUNTRY
( And I am talking in numbers of several hundred miles).
Eg: in the UK an account based in the South of the British Isles often has a Midlands IP address.
in the USA, an account based on the East Coast has often had an IP in OHIO.
As for the land of OZ, using Locate IP Address Lookup Show on Map City of the IP 50.22.107.10, has given my location as 600 miles from the real address.
Never had issues.
