paypal limited confirm letter!

To day My paypal limited and request confirm location and i try confirm location but didn't finish .and after pp request confirm letter . All my info by ⊗⊗⊗⊗ so i couldn't confirm letter . But after i request help by my friend .him received my account and after 30min him confirm success. I didn't understand .Why could him finish confirm letter after 30 min not received mail letter by paypal.
Please support for me. thanks

I dont know if I quite understand?
I believe you are saying--You tried verification via phone--it failed
Then--they sent the letter in the mail--then its ok?
If this is it--
What happens-they mail the 4 digit PIN NUMBER--to you-- you can then input into paypal.
OR___
Your friend merely changed the number to a valid landline--and verified that way..
