Can I sign up for a UK account

I live in the Netherlands, but I mainly sell to people in the UK.
Can I sign up for a UK eBay account even though I live in the Netherlands (and have a Dutch IP address)?

No, you would need a UK IP address to do this. VPS would be the best way to obtain this
