4 paypal accounts limited
 

I did some experiments early august with a batch of 10 accounts and yesterday I got 4 paypal accounts limited:

* all accounts are US
* all paypal account are +/- 6 weeks old
* all premier
* all had euro balance but 0 USD
* all accounts are verified/confirmed, however I did not use AVS cards
* all accounts have VBA but not a real bank accounts. No withdrawal was ever attempted

All limitation happened 5 minutes after ebay US fees were automatically collected.

Now paypal wants to following to remove the limitation:

Aug 20, 2013 Confirm your bank account
Confirm your bank account to help confirm your identity.

Aug 20, 2013 Confirm Location
We need to confirm that your phone number matches your address.

1. Do you know what could have triggered this automatic limitation?

2. Why is the limitation marked 8/20 when the actual limitation happened yesterday 9/29?

3. Why do I need to confirm my bank account when I already have a confirmed VBA? I checked the VBA is still on the account.

Actually it appears the accounts were not aged when you got the limitation. If they were made August, by your time frame, it seems almost instant. Delay in letting you know is a concern.

Used to be 'confirmed' accounts passed without the AVS.

Again, are there issues with VBAs? If there are do they negate the viability of (newer) accounts?

I sold non-vero low risk items for a total of under 100 euros on each paypal account in 6 weeks.

VBAs are from sunstrust.

I had no USD balance on the paypal account (only euros). I wondered if ebay automatically collecting fees in USD caused an alarm with paypal.

End of july the accounts were created.
Aug. 20 is the when limitation is flagged on paypal.
9/29 is when the paypal account is actually limited

why would delay be a concern?

A delay of advising of a limitation is not of concern to you?

Would worry me given that the paypal is (now) attached to an ebay account.

hum.... Accounts may have been flagged and the limitation only kicked-in when money was withdrawn (in this case ebay fees).

It may be a dirty trick of paypal to let you put money in the account even if they know they will limit it and ONLY tell you about it the first time you withdraw.

Anything else looks wrong in my paypal setup?

Why would you not pay your eB fees in advance to avoid a dip into your PP? Yes, an eB dip for fees into a PP account has been known to cause limitation.

Got same problem, many people here said it is a VBA and I would think so.

Quite likely eB drawing on a zero balance PP was a flag-tripper.

Rsot: i checked and eBay got paid. PayPal converted euros in dollars.

Tony: is it the type of VBA? Or are VBA completely toast for new paypal account?

One more detail: all VBAs got 'confirmed' using the instant confirm.

Maybe paypal has seen too much abuse using the instant method and is requiring additional verification for new accounts.

I am going to try saving the paypal accounts. I will submit ID and add another bank account to confirm.
