PayPal verifies the name belonging to the phone?

When I tried to add a bank account to PayPal, the system asks to call the phone I have on file. Then it says "the phone number is not under your name". How does PayPal check to know the name of the phone number? Thanks for your help.

Are you trying to verify the bank account by phone?

no, when I tried to add a bank account, paypal wanted to verify my identity by calling the phone number I have on file. Then paypal states the phone number I have on file doesn't match my paypal name.
Is this something new?

PayPal can see use public record information to obtain cellphone number information, although that would be a stupid idea for numerous reason, just an idea
