The account is fully verified, but the withdrawal limit is sitting at $500/month.

I'm assuming this is an US account. If it is, then yes it is normal. You need to add a CC or SSN to lift it.

I already have a CC and VBA on the account.

The image attached says it all.
"You are now verified."
"Your account status is complete."

Why is the withdrawal limit still $500/month?

Because you probably havnt linked the CC you have on the account.
You need to actually link it. PP will charge $1.95 to it and will request you to enter the 4 digit code associated with that transaction - which you will find on your CC statement.
Once this is done the withdrawl limits will be lifted.
