Foreign eBay Account

In the original version of the eBay stealth it had a section about creating accounts in Canada(or uk, cant rember).But I notice on eBay ALOT of sellers from china get away with alot more than U.S. sellers do.Why was it removed from the new version?IT that information no longer valid?
