It usually means something about the account does not make the grade for ebay.
Rare then for increases to happen.
As your accounts stand, ebay does not like what they present.
See if you can resolve that.

The first account that got 0/$0 was because of the unusual name i made up, so that doesnt exist in public records, and the second account is in public records but the address and phone number are just different. So i'm not sure why this second one got 0/$0. Don't wanna call ebay to increase my limits but i'm still using the accounts to search and watch for items. |

You will have to call if you want your limits increased.
It's better to create a more sound account/be conservative with your initial listings. |

So rep told me to call back once i remember my old address for them to check if it's in public records. Now moving on and making another account. |
