Account needs to be verified before docs can be submitted.

like adding a bank :S already linked.

its just hass VCC in it

Bank account is used to verify.

Cannot submit docs with just a VCC.

The account must be verified to submit docs.

once you add the bank, card etc., find the option that says remove limits (top right for old layout, bottom left for new paypal layout). There you will see options to work on and get your documents sent in..
