Is there any reason to think this?

Coincidence only seems out of 7 accounts:

1 account got a official pp limitation email + the same spam email

2 accounts got thems spam emails + limitation & no official pp limitation email

4 other accounts don't have any of them spam emails & are still running safe & sound.

*edit* I'm not a mathematician but if there is one here, give me the odds.

FYI: Update

I had that lightbulb 'haha' moment today when I finally realised what had caused the entire issue from the outset. So damn glad I got this sorted after a few days panic! Phew!!

It seems the vendor site I was paying at be it with my PP A/C or the actual payment cards themselves....the vendor site, NOT PP had blocked/refused the payments since there were some details registered DIFFERENTLY than what was on the 3 different PP A/C (2 x UK & 1 x US PP). It seems they had a security sytem of their own to flag the account & refuse any further payments.

I managed to create another UK PP A/C as a test & made a payment to another site & that payment went out fine.

Sorry for the false alarm guys. :-
