Where is the $1.95 process to confirm CC

I am trying to get the $1.95 with the code to confirm the visa vanilla
attached to the paypal. I followed two threads, and clicked
the "See how much you can send with PayPal" from the main pp page ---> Wallet ---> classic view.
but then what? I don't seea ny link where my cc info is. I did it in the past and I remember
it was easy to find and activate.
Did I miss anything?

if you have the new paypal interface, it's a bit confusing.. find the Help link on paypal and search for lift limits it will take you straight to there.
