Payoneer alternative, money released in paypal 180 days

Basically, I have 2 old paypal accounts on the 180 day withdrawal thing.

The first account had $380 in which I withdrew to my payoneer card and got it in cash, all good!

The second account has $420 in and I cannot attach the same payoneer bank because it has the same details. I'm not able to open a second payoneer account and they refuse to change my US account number.

I need quite desperately to get that $420 out of there and since I live in the UK I cannot add a bank account as it's a US paypal.

I don't know anyone in the US who would be able to attach their bank so I could get the money out. What options do I have?

In your first withdrawal of 380$ Paypal and payoneer had same details , address name and etc? or was mismatch

Was mismatched, both are stealth accounts.
