NEW eBay
NEW Paypal
NEW IP
NEW Bank (To pay for the items)
NEW PO/UPS BOX
Do I need to have a VCC?
Do I have to verify phone #?
What are some stuff that I DON'T and DO need to do. Obviously this account will NOT be for selling. I just want to make sure I set it up correctly. Thanks

Im not familiar with a stealth buying account because i use a previously used one that was banned for selling..but not buying. Suits me because it means i can collect a lot of stuff within my area. As for other things, i guest checkout with an old debit card.
Yes, you would need a new set of details. If you are not selling then i.wouldnt have thought a VCC was necessary. Perhaps someone else can confirm that.
The easy part is setting up the new ebay account. Im pretty sure that when you go to bid, it takes you to a part where you input your address...think a number is asked aswell. Not sure but just have a number handy for incase. Sim card from the £/$ store will be suffice.
Most importantly...a new ip. You dont want to create any links between this account and your selling ones. One wrong move and you could lose the lot
