how do i change wireless IP address

I recently bought eBay Stealth and tried to change my IP address in laptop but when i checked on Track Your IP Address - IPBurger.com its same but on laptop its changed and i create new ebay ID result after an hour ebay found me and blocked and restricted my account i am truggling to create new account from past few months this is only my source of income but now i had to work somewhere in just few please help me

now my question is : how do i change my IP address without login in wireless router I am sharing internet from my landlord I have no idea about router login detail he got in his flat so no chance to get it he just give me wifi key only please help me to change my IP address i am not good at all in computer :

Stick to using methods like phone tethering or dongles.

If you do not control the router then I would just avoid that all together.

You would need access to the main modem/router to change IP - which seems you do not have right now.
