Buyers being watched?

Say you buying from China, Many sites offer PP. Can or does PP monitor what you buy? Even though I might use a CC or even their debt and plain cards, can they see that? What if the stuff is junk and you want a charge back....? Then you list it and BANG!

No, I don't think PayPal cares so much about what you buy. It's mostly the sellers they watch.
