Few things can cause paypal limit ?
 

I'm creating stealth accounts in paypal and about for 1-2 months I have problem, After I receive first payment 80% of the time My account get limited and always ALWAYS paypal asking to proof of address. About 4 months ago I don't have that problem. What can cause these limits?

I'm using new ip,new info,cookies deleted. (I always use/create paypal with my tab and phone internet)

But I'm adding not working phone number and outlook email just to confirm paypal email but after few days outlook always block that email and ask to confirm it by phone.

I do same thing with phone number and email 4 months ago and I didin't get limits,its start just 1 month ago.

And also Can I send same proof of address document to confirm address to all paypal stealth accounts only with different name and address ( all other info about utility info is the same). ??

Highly likely the limitation is being caused by the VCC used to set up the account.

Make as many changes to the utility bill as possible.

Deleting cookies every time does cause issues.

What country are you making the paypal accounts?

Selling expensive or high-risk items at young accounts causes it in 99% of cases. Were your sales high-risk ?

If I create new user for every paypal account that should be good ?
I use firefox everytime and I mean if I don't delete cookies in every user I won't be linked ?

yes you will be fine with a new user, fresh ip address and no need to delete cookies.

Paypal have the list of BIN numbers for cards added. Some are no good any more.

If you have a new user account for each paypal/ ebay account then you do not need to delete cookies.

Where are you getting your phone numbers from?
What are you using to connect to the Internet? Is the IP new and different for each user account?

I just add any number I got in mind and thats it,that number maybe working maybe not anyway paypal don't ask t confirm it.
I'm using phone internet which ip always changing.

They don't like your VCC. Why won't you send them a proof of address?

Change the VCC you are using to create the accounts. Ideally use an AVS VCC / gift card.

I'm in the same boat... I just can't get what is the real issue, everything was smooth 6 months ago.

Now every second account goes down in an hour after I sell the item. After that 30% of accounts go down in a week (even with no more sales). Though the stuff I sell is the same and I do my best to hide from PayPal what my item actually is (I do my sales outside of Ebay).

The problem is not IP or cookies because I use VPSs with new clean IPs for my accounts. It can possibly be the VCC, but not likely, because it verifies accounts with no problems.
