This is why if you got eBay Stealth no Tax ID you need lots of accounts. Spread them out and know the system.

If they lock the account for not providing a SSN/EIN, will the account be unlocked again once a new calender year starts?

Both times it has happened to me they were unlocked in February of the next year shortly after 1099k's are issued to everyone. I would avoid having the account locked by any means necessary there is no guarantee it will be reinstated the next year.
