Online banking

Hi,

I would like to verify a stealth PayPal account with a bank account, but I don't want to link my own real bank account to it. I read about online banking in the stealth guide, but found that all of the online banking companies offered there are US/Canadian/British.
Is there a way I could open an online bank account if I live in Israel? I'd prefer opening a European one.
