Jamesnorth is right on the money.
When I create a new stealth I always create the matching paypal account with the exact same info. Anything else would only raise red flags as to why the info is not a perfect match between the two accounts.
Dont try to take shortcuts - itll end in trouble.

Exactly. The point is to set it up as a new user would. If I see the "set up pp now" link while I'm setting up the EB one, then I make a point to click on it through to setting up the PP account. Do it as a new individual would. Anything that varries from that will raise flags right away.
