What is this 'public database'?
 

I'm getting the impression that if ebay sees you're a "real person" in a public database, they'll give you 100/$5000 out of the gates. Does this mean that the name/address must be in Whitepages or something?

Or is it more like, according to http://community.ebay.com/t5/Archive.../qaq-p/9638207,

Confirmed address... what is that in ebay-land (whitepages match? USPS address match?)? Btw, tried adding vanilla mastercard to ebay as payment method, ebay didn't recognize the card.

I think, they just search for you in the Google and Facebook. If you are there, and your public data is the same - they like you. If data differs (birth date, place of living etc) - they start asking some questions. And if they don't find you - they give you basic limits. That's another reason why you shouldn't use details of other people, only "creative" ones.

mmm nobody has ever mentioned having a matching stealth facebook account before....could be a good idea.

Yep. Creating a stealth FB to support your EB stealth is a decent idea. But quite impossible, as "family" photos will be required.
