PayPal PV HELP

I tried to send someone some money, but his paypal wasn't in the USA. SO it asked me to pv but I lost my number. I have no access to it and when I add a new number, it doesn't even let me. Even when I asked them to call. These are good numbers.

But when I send to a USA paypal, it works just fine. Any ideas how I can send to paypal outside of USA?

What happens if I don't verify my Phone number? Is this bad?
