Lift limits documents

Hello friends,
I want to know what is your opinion. I have some non US PayPal accounts and they have limit for around 3000USD. After I reched about 2500USD PayPal ask me to send them documents like ID, utility bill and bank statements. What is your opinion about when I must send these. Before starting selling or when they require them? Is PayPal look into the account when you send them the documents or they just check them? Every help will be much appreciated :clap::hail:

Does not matter, actually. The only issue with sending them at 2500 that they may block you, and you will loose an established account.
